Poor community service

Just been to the Mamelodi West police station to certify morethan 10 copies,was told that they only certify 10 copies person and I have to start the que again. Then I aked to see station commandor the she told me it's their procedure it's either i start the que or go to post office. How on earth can the station do that, let alone the Commandor tell me to go,to post office while cummunity service it's there....
