Police knocks my car

A policeman was in high speed chase in my residential area.My brother was driving my car,the unmarked police vehicle had no sirens.He knocked into my car and pushed my car into another vehicle. My car is damaged on both sides from the front to the back. At the scene one of the police officers reprimanded my brother for taking pictures at the scene and was told to delete the pictures.They refused to give my brother the police driver details insisting that it would be in the report. When the case was made,my brother was told they cannot trace the driver as he gave the incorrect contact details.The policeman **** in the report and said he was not driving a police vehicle. Only after my brother showed the inspector the picture of the registration were the police willing to accept it was a police car. I have no insurance and saved for two years to buy my car. It seems the police want this case to go away and are using delay tactics not to pay the damages. I have not been contacted once by the police and they haven't bothered to assess the damages on the vehicle. I'm a single mom, I cannot afford a lawyer and it seems that they are getting away with it and I must suffer the loss
