please help my nephew

Hi there<br> <br> My nephew was detained on Thursday the 29th of January at around 10 am with his friends so they were 3 . they were taken to the police station and were bitten by police. We went me and my sister his mother to go and find out what are they detained for we were told they are charged with public violence. Then they were taken to elukwatini holding cells ,they slept there from Thursday and only appeared in court on Monday the 2nd of February. when they were asked by the magistrate if they want bail they said yes ,but they were told the investigation officer is not present so they cannot pay for bail and they were reminded to thursday the 5th of February.<br> <br> So I realy fail to understand why they appeared before the magistrate after soo long and which law in south Africa agrees to police brutality on unarmed people
