Not responding to calls and text with regards to the case

I was involved in a car accident on the 27th February 2016 at 08H30 am and i was hospitalised. Then on the 12 April when i was discharged i went to Vulindlela Police station in Mdantsane for the statement and i spoke with Mr. Ntshukaza, later in 2016 the case was handed over to Miss. Zoleka Njambe and i went to follow up on the case to Miss Zoleka Njambe as i want the copy of the dochet in January 2017. She refused to give me as she told me that she still waiting for the statement from two people and it took six months for that (January 2017 – September 2017). On 5th September i called the Station Commander Mr. Mgolodela complaining about the case and he handed over to Captain Xhamane on the 6th September 2017 and he called me on the 7th September 2017 saying he received all the statements and the dochet to be submitted at court. I smsed him on the 10 November and 16 November 2017 following up on the copies of the dochet and he never bothered to respond. On the 23rd November i called him in the morning at 08h45 am and he said he’s busy i must text him the case number of which i did and he never bothered to return my call nor smses. On the 27th November i asked my wife to call him as we want to follow up on the case and he told my wife he’s in a meeting and he never bothered to return the call. My wife called him again and he dropped his phone, my wife called him again and his phone was OFF. On the 28th November 2017 i called Mr Mgolodela explaining to him that Captain Xhamane is forever in meetings,dropping the calls and not bothering by returning to the calls, and he said he will speak with as he’s out of the office. I called again on the 30th November 2017 calling Mr. Xhamane and he never responded on the call and i decided to text him and he never bothered to answer the text. I called Mr Mgolodela explainig the same issue on the same day and he said he will ask Mr Xhamane why he’s not responding to my calls and text, he never came back even him.

Why the case takes too long. Why SAPS officials not responding to community. Are they knowing the meaning of the Batho Pele Principles???

I will appreciate if this matter can be resolved asap.
