Misuse of a State motor vehicle and petrol

Why do police officers from the station use their government for transportation of their own children from school on a daily basis , with a State motor vehicle, while in the station we are failing to serve the community, a person from January to December they pour state petrol , to do that, when we request the vehicle to serve community a person denies as if they own the car it's their, and if you check the log books, only one person is driving the vehicle from January to December, but nothing it's done from that member . What happened to AVL on the vehicle, it seems as they are not monitored
