Mfuleni saps bad services

After being employed in saps 10 years ago its with great dissapointent to see how the service standards has lowed. I came to do an affidavit, whilst waiting in the line an officer was assisting a male and female with an AR report, the officer and gentlemen continued to speak in their own language and the more the lady asked for them to speak English the officer told he they needed to understand each other clearly. My question is was English this lady's first language? Could she even express herself properly as she wished? Seems to me they were more worried about their own language.

In my turn, I was requested to write my own affidavit without a pen. I politely asked the officer to then write the affidavit for me, he then said he had other people to assist. Back in the day the officer had to write the affidavit. When did the rules change? How do they even know if people are literate? Mfuleni Saps your services sucks big time, I'm not impressed.
