Lack of carrying

I went to the police station in stellenbosch to get an affidavit and 3 people were infront of me and had to stand for hour n half just to be help.the was only one police woman helping every one in the whole station and other 3police man I saw were not even carrying that we are tired coming from work they just doing their own things.can you imagine what would happen if someone call and their in trouble who would help.now I get why people are always saying police are useless I think it's a lack of carrying even thou their public servants and their jobs is to help people but actually not doing that.why wait for someone to shout at you before you do your job.really disappointed by this.
