Driving under the influence of drugs isnt an issue

A young male heavily under the influence of drugs skipped a red light and was hit by my girlfriend, he then tried to flee the scene and was brought back by bystanders. I arrived on the scene over an hour later to find no police, I called the Parow police station to be told that despite several calls to 10111 nothing had been logged, I spoke to the captain that told me I was wasting my time calling 10111. half an hour later a van arrived, the drugged up driver was being held in the ambulance, when asked about his licence he said he didn't have one on him. <br> I asked the police why he had not been arrested yet. The response was bizzare... Apparently driving under the influence of drugs is ok, and they wont arrest you. After another hour of discussion I called the police captain to be told that it is difficult to test and prosecute for driving while on drugs so they not going to make an arrest?! Then when the vehicle was found to be ****** they said they can arrest for that and reckless & negligent driving. I had to give them charges and explain why he should be arrested, when traffic was asked to breathalyze him, they said they dont have one.<br> Leaving him getting away with it?!<br>
