Diploma holder that has been applying for years with no luck

Im really starting to loose hope and faith in the south african government and its department nje. I brother has been applying for a job with every post that comes out he has a diploma in policing has national certificate in security.and has been volunteering from 2013 and still but never been called.

And now he has only 3 years before his turning 35 and his qualifications is rendered useless. Kanti what happened to employing youth and empowering and encouraging education.

Pls help my brother before my mothers hard earned money to help him study goes to waste.
