Detective knocked us but refuses to pay

A police detective from Mitchells plain police department. Knocked our car out our driveway in pelican park while he was drive a police vehicle polo. It has been a year and they have not filled the documents. An entire year and when we check in at the department they say he is not there! We have been without a car for a year now
