Delft SAPS - turning things around on serious cases

Hi, I would like to know how the police can change a case from a person wanting to use a protection order. They say you cant use it as there was some part of the document missing. and advise that you can lay a charge of ************. Questioning the event that happened in full detail. Only to discover the cas is turned into ************ & ****. It was explained to the detective and sub captain that this was not the case and they explained that they will write to the prosecutor what the intention was. only to find out that they did pursue a **** case. How is this fare, yes the person charged is guilty of contravention or court order, but not a **** charge. How can they just do something like that. Then how easy is it for them to actually not believe actual **** victims and question them over and over and over to find out if its actually real what happened.
