Confused about payments

I took mt niece for a police clearance application at Claremont police station. The cost I was told ans payed was R85.00

The next week I took my friends daughter went to Philippi police station and she had to pay R190.00 for a police clearance.

I would like to Know If this is standard practice by various SAPS stations..
