Car towed under false pretens

Hellopeter, I need your urgent assistance. My son (25 at the time and new to insurances and towing companies) got involved in a car accident and was towed by LTS Towing company under false pretense because the towing company asked him what his insurance was and claimed to call the insurance on his behalf to get authorization to tow the car - he was put on the phone and he thought he was speaking to his insurance! After realizing that this was 'theft' under false pretense, we opened a case with the Booysens SAPS who promised to solve the case and have his car returned. it's more than a year now as this case was opened in March 2018! My son is paying for a car he does not have and the Booysens SAPS keeps on promising to finalise the case so he can have his car back but they seem not to know what they are doing as to date his car is still with the towing company. The police did go there a few times with my son, saw the car and promised to deal with the case, but to date, he still does not have his car! The case is with Constable ZP Mnisi, Case number: 303/3/2018. Could you please assist as this case is long overdue. He is still continuing to pay both the car dealer and the insurance company for a car he does not have.
