Bad service

My vehicle was hijacked on the 13th August 2001 I managed to recover the vehicle using the CARTRACK GPS, to cut the long story short the vehicle was at the insurance pound westrand panel beaters now the vehicle is in my possession I went to get a clearance for the car I can't get it because SAPS in bekkerdal must remove the "S" mark apparently. I called them to avoid driving for noting they say I should call the I.O handling the case, they gave me a trio crimes department which is in carltonvile I spoke to the lady who say but lagtelaate license department can remove the mark I insist I speak to the IO she say he is on leave now meanwhile I need to go to free state for a funeral and they taking me from pillar to post why?
