Bad bad bad and the worst servive ever

SAPS head office and my local police station "lost" my clearance certificate after having to pay R114. When i do a follow up and enquire im told they do not have any tracking number and therefore should start the process again. The service i have paid for I have not received and I've only received bad attitude and apoligies of "we can't help you track you package". Can someone help me?
