Appealing Redundancy

Kempton park police station closes every case that one reports and the conclusion is that "No leads" despite furnishin them with all information and contacts, there is never a fruitful case ,if you ask for station commander, response is that only the PA can talk to you not station commander ,then the PA contacts you why you want station commander.
