Bad Service and bas internet speed

Having some isues with speed not being what it use to be every time I ask why it is slow the send image where my internet is full at 6 or 7 meg eve though I have a 10 meg line. When I ask to tell me what computer is using the line they say the d not monitor the line. So now I have to be happy with not being able to open a web page even though I pay allot of money each month.

The answers are just not good enough. I am stuck in a 36 month contract with provider that does nothing to help mu issue.
