Deception money making racket is SKRILL.COM is there any recourse?

The worst service ever. I deposited 4000 Rands in my ewallet from Skrill.com I cannot withdraw, or transfer, or send, I see it sitting there but have no access to my funds. When I go to withdraw there are two options to my bank account so when I enter my bank details it says bank does not exist

The second option is to my card I select the card and click on the NEXT button but nothing happens. I have tried opening many cases, tried emails and everything else have no resolutions to my problem yet.
