Lost Parcel/Wrong Parcel Delivered

I got the wrong package today, and whomever did that shows it was done purposely because there were actually 2 plastics, the one outside and then other one inside with 2 different tracking numbers. I contacted them that the lady said the tracking number of the plastic outside does not exist. What do you mean you lost my certificate! In that package was my degree. I desperately need my parcel, May this be attended to as quickly as possible because this is delicate.
