Reapplication for Constituent Assessor in Dec 2014

I sent in my application on the 04 Dec 2014. I made a follow up in January 2015. I even spoke telephonically to the Senior Office, Mr. Darren wheeler who promised to check my application the same day and was to return back to me the same day, he never did. I kept calling his office but got the voice machine. He only responded when I sent an e-mail to the Quality Management Officer who cc'ed him. He even denied me calling him on the 16 January 2015 (unbeknown to him that I have the recording of this conversation should anyone need it). What bothers me is that all 2 of my colleagues that I've app**** with the same day, have received feedback, and Mr. wheeler himself assisted one of them when she called him in my presence. Its been three month to-date since I've app**** for my reregistration for my constituent assessor's approval. I cannot apply for any Assessor's job because by law I am not until I receive this document. I am very frustrated and cannot understand that few people in positions such as that of Mr. Wheeler have the power to turn another person's life upside down. I have a family to feed.
