Poor and bad service

My name is Dithakong Mohanoe, i got a bursary from Services Seta for a BTech Project Management with the Central University of Technology, Free State. The Bloemfontein campus. The Services Seta just raised our hopes, actually my hope by saying i got a bursary, they never honoured their that commitment, tried calling and mailing the so called responsible individuals but even to this day, they never responded to my mails, the only thing they did was to ask of i could send them my financial statement and they will advice later, which i did but to my surprise i wrote them thousands of e-mails and they never responded. Their award letter was signed by the former CEO. This says to me there's no consistency and they lacking responsibility. Idealt particularly with Mmapitsi and the head of department in Bloemfontein. I owe the school an amount of R24000 and as a result i cannot get my results. When i call the office, they keep saying she's not at work , that i should write her an e-mail but she never responded to any of those till today 06/12/2018. I dont know where im going to get such a huge amount of money now, wish they didn't promise me at first. They thought of owing the school such a huge amount in this state of the economy is ****ing me and it means i cannot study further or do anything with the school if i don't settle the debt. devastating !
