Seeff withholding a deposit for an apartment I cannot occupy

I am having the worst experience with Seeff ever! I paid a deposit for an apartment that we have not been able to occupy and Seeff is ignoring all of my correspondence. We paid the deposit IN FULL on 5 March 2020 to occupy the premises on 1 April 2020. We were told that Seeff would hang onto the deposit until such time that we occupy. When the news came about lockdown, we were no longer able to move and waited to see if we could after the decision was to extend the lockdown. We could not due to lockdown extension. We informed Seeff's agent that we would like the deposit back 2 weeks before the end of April. They said that is ok and it would be concluded by month's end. On the last day of April, we received absurd feedback stating that their system messed up and sent a significant portion of our deposit to the landlord. This would mean that he is liable to pay us back as well as them. In addition, we were asked for ID and proof of banking (on the last day of April before a long weekend) to do the transfer. Yesterday, 4 May 2020, I had to ask for an update to which they responded "We have loaded you as a beneficiary on the system and will pay a PORTION of your deposit back. Pending payment notification, we will transfer the rest." Are Seeff even allowed to withhold my funds for such a significant amount of time without any reason whatsoever? I sent a mail today to follow up and have asked to be put in touch with their management, but I'm being blatantly ignored. It's R13k! The interest on my credit card is phenomenal and there is no feedback from Seeff at all. Please tell me what can be done because I can't afford to be paying interest on an amount for something that isn't even mine! It feels like Seeff has ****** money that doesn't belong to them and no one is doing anything about it!
