Property transfer pending since June 2017

We are at wits end with Vezi De Beer Attorneys and Seeff property group. The transfer of the house has been pending since June 2017 - occupational rent being paid since November 2017 - 19 months since signing off the purchase documents and we are NOWHERE. Almost 2 years later (after paying transfer fees and all that) we have gotten NOWHERE with the purchase of the house. Stories about the file being lost and then stories about an outstanding police investigation which is holding the sale/transfer back and stories stories stories with absolutely NO RESULTS! We have to live in a house that is deteriorating day by day and we can't do anything about it. Damage getting worse and worse and will be more expensive to fix the day the house is ours - if this will ever be - paying occupational rent for almost 2 years now which could have been 2 years off our bond?? What compensation is there for bad service like this? Who is laughing all the way to the bank while this is destroying our lives? June 2017 to June 2019 and ongoing for the transfer of the property, does that not seem suspicious and pathetic?
