Compliance certified issued with no repairs done

I bought a house with Seeff properties. I was assisted by Khosi Sibiya who was my agent.As the house as being transferred I received an sms that a compliance certificate was issued meaning that the electricity was checked and fixed. Instead that was not done.The electrician only issued the certificate but did not do anything as he was not paid. Is that my fault as the buyer? Why was a certificate issued if the electricity was not checked and repaired. Isn't that wrong and ********.I had an explosion last year December reported it to Khosi last until to date my matter has not been dealt with. I have unsafe plugs in the house.My stove plug is unsafe.I have had an explosion already and still it has not been dealt.I thought Seeff was a great honest house agency. I am not happy at all. And i will escalate this matter as I am nto going to be in a unsafe place that I am paying for it is unfair. I have emailed the transfer attorneys Carol Bason firm as they were transferring and I am not getting help at all. They are quiet .They are not helpful. And this is not my fault it is totally unfair.
