Unfair no payment for social grant

Since the social relief grant was announced my sister-in-law(who has never worked), my fiance(who has been unemployed) and myself(who has also been unemployed last year) app**** for the social grant and the three of us have been declined. I sent emails to sassa explaining our situation thereafter a few months have been reconsidered and paid to my fiance and I(not all the months) but nothing at all to my sister-in-law. I have called sassa countless times and everytime I called I was told that I should check the following week which I did but with no success. Please assist this is totally unfair.
