Seeking Social workers help

Greetings,,,I need help, My mother is unemployed, she brought a baby girl from Eastern Cape she is 3 years old, when my grandma past away on May, there was no one to look after her hence her mother left her with my uncle,, of which he is a father to this baby girl. So my mum is her aunt right, so when her mother left she left with her birth certificate and her card for grant..so now we are staying with her cause my uncle is addicted to drugs and he was taking her with him to the tarvens etc, so now my mother is struggling to get her a birth certificate, she went more than once to the nearest social workers,,, and they only told her that she must Look for the baby mama and find her, there is absolutely nothing they can do to help, and mind you we are in Gauteng,,, and the whereabouts of the baby mama are in Eastern Cape. My worry is that she is not employed I'm the only one who is working, and I doubt I will have money anytime soon for them to go to eastern cape, and even if they do go she will run away, cause that's what she does, she gives birth and forsake her children, All I need is for the social grant that she is earning to be blocked cos she is surely spending it on drugs, and we need the birth certificate of the child so that she can start Creche next year,, please I'm seeking help can somebody please intervene... From social workers /Sassa,,. Thanks
