SASSA staff incompetence.

Good day,

73 Year old pensioner moved from Pretoria to Bloemfontein due to medical conditions. Lost his SASSA card whilst moving. With assistance, he went to the the Bloemfontein SASSA branch for assistance. He was told to go back to Pretoria first to fix the problem. Can anyone see something wrong with this? Is the SASSA representative by any means capable of doing his job? Is there a huge floor in the system? Totally appalling to me.
