SASSA - pathetic service

I have been trying to get hold of SASSA Western Cape telephonically on various telephone numbers. They just ring or the mailbox is full. How on earth is that possible? My mother cannot get access to her money and so now we are properly "*****ed". What is the next step? I need assistance urgently.
