Poor Government Institutions Service ?

We got here around 6 with people already standing in long queue. The staff here got here around 7 and some at 08:30. Its frustrating because even NOW we're still standing outside in this cold, its almost 09:00 and when we ask from the security guard whats going on he's saying there's a meeting. I do not understand why we have to stand so long, especially in Government institutions. There's old people here dying of this cold.

The government needs to start employing people that are not just hungry but passionate about their jobs.
