Old age grant declined

Both my father and mother are at age 62 and I think this is the age where one qualifies for a grant. They then went to apply for a grant to their greatest disappointment when they go turned down looking for a million and 1 supporting documents just because she worked for government. I'd appreciate it if someone can please do something about this because they need the money more than anything.
