No Assistance

I went to apply for sicial grant at the nearest Sassa offices in 2017 and I was told that I was under investigation and had to submit all the relevant documents which I did.I was then told that my file will now go to the regional office to be cleared

Its now the third year and when I go there I am being told that the file has not returned..I am very confused as to how can it take 3 years for a file to return...Please HELP as I really need this money I am not employed
