My son opened his ID...

My son opened his ID for the first time.. it was in an envelope.. A few minutes after he app**** for the R370 relief fund... It say.. that someone already app**** and is receiving the money... How is this possible ? In order to apply u must have the correct details... Name ...Surname... ID number... How then did someone apply if he only opened his ID now for the first time ???
