Roads closed for no reason

On the N2, north and southbound between the airport and Tongaat toll, the right hand lane is closed!! I can not understand why the road is closed as there is no road works taking place!! This lane has been closed for months now, and there does not seem to be any work on those roads. SANRAL did not hesitate to increase the toll fee, but the road is closed for no reason!! What kind of management is this??? Please open the right lane so that we can drive freely without sitting in unnecessary traffic.
