E-Toll Billing

I am very annoyed and disturbed by statement letters from e toll , why include personal, confidential information such as my ID number, number plate should be substantial, should the letter be delivered to the wrong addtess anything can happen, and ***** is a major problem in our county especially with identity theft.????????
