Site not functional

So...... I'm supposed to top-up my account, but the etoll site has gone for a ball of ****. Images missing, no way to log in, 90% of the home page is just missing....

It's like you don't even want the money of the 3% of the population that pays.

I'm a programmer and this site in it's current state is not even something that should be considered functional, is this just because you want even more people to not (be unable to) pay so you can somehow issue more court summonses? Don't worry, I've saved screenshots as well as the site in it's current condition as a full download so the court forensics will have a field day... What a laughing stock
