SANRAL charges toll fees, but road not completed!

On the SANRAL toll road from Ballito, before you come to KwaDuKuza, the toll road going north has two bridges where the work has not been completed, seemingly for years. Why do users then have to pay toll fees at the Mvoti toll gate and others?
