NO HELP TO RESOLVE ISSUE

I sent them all the papers requested at a cost of R50.00 to me as well as time and petrol to get it filled in etc. just to have them send it back saying "no commissioner stamp", but the commissioner at the police station had filled in all his details and signed it and the police stamp was on. Now I am still receiving e-toll accounts with someone *****ently using my vehicle's number plate in rural areas and I live in Richards Bay and my vehicle doesn't even leave Richards Bay to go to the places mentioned on the bill as I work and live here. You can also clearly see on the photo on the bill that the "*********" vehicle is a bakkie and my car is a Ford Fiesta without a bull bar in front!!!!
