Suspicious special offers

I bought the special 3 for the price of 2 - only received 2 - lady from customer services said some people don’t want the third for FREE - really how can a person in a company say something like this to a customer - why did the not confirm - knowing that I bought 2 of the same KNOWING they ran a special 3 for the price of 2
