What is the correct age in order to qualify for a reduce rate of lisence

Good day I have been struggling for 5 years to get my mom who has been a pensioner for 5 years to reduce the yearly cost of lisence. I faxed all required documents but no no avail. This is very frustrating and when I Phoned the office the 1st time I ws told that they would reduce it. The 2nd call I was told my mom doesn't qualify for the reduction as it was only granted for people over 70 years old.
