Waiting for written confirmation that the account is settled

They never send me a statement for 2019/2020 and now they want me to pay penalty fees of 10%per month...they where neglengent not sending me a statement so i refuse to pay any penalties..they dont seem to be bright because they keep on sending me amounts to pay after i requested a written confirmation that I made several payments and that the matter is settled
