Unreasonable penalties

In 2014 I was late paying my TV licence because my renewal notice was delayed by post office strikes. I paid it when I received a final reminder in July 2014. I paid the full amount shown on the statement viz. R 290.00.<br> On 1 December 2014, I had t buy a new TV set, and I was told by the Makro salesman that TV licence fees were due for 2015, and I paid for that (R265) with my TV purchase. So, as far as I could ascertain, I was up to date with my TV licenec fees until December 2015.<br> I started getting telephonic and SMS demands that I pay my TV licence fees and penalties, and penalties on penalties to the point of harassment, because no matter how I tried to explain that I was paid up, I was simply told over and over again to pay what I owe. The latest SMS advises me that I now owe R795 in penalties. How do I resolve this if nobody wants to listen or investigate?
