Unacceptable

My mom passed away so I inherited her tv. I did not even know that a tv licence was already taken out on my name and also not aware of any payments that should be made. Only recieved a message saying that it is overdue. How can you charge me a penalty for something I did not know to pay in the first place? I don't mind paying for a tv licence but I don't feel I should pay a penalty as well. Please sort this out and I will gladly pay the normal anual fee
