TV License from hell

So, a year and a half ago I moved to South Korea. Before I left I cancelled my TV License as I was taking my TV with me. Upon returning to SA to visit family, I am bombarded with SMSes demanding that I pay outsanding fees and penalties on my account or else I will be blacklisted.

I contacted the TV license department via phone and email and was promised (on both occassions) that they would send me a cancellation form, I did receive an email but it didn't have the promised attachment. Since then I have phoned and emailed countless times. I even got a sworn affidavit from the police station (as is stipulated on their website as an acceptable form of cancellation) and still no reply. When I phone, I am put on hold for extended periods of time, when I email, no reply. Every other day I receive an SMS threatening that I will be blacklisted as I 'failed to respond to previous warnings'. Please help.
