TV License

is SABC now a financial Institution? I was called earlier this to make a payment of 250 as my account is in arrear, of whom sabc is well aware of my situation. I made an effort to make that payment, and now my account is accumulating interest as if I am paying up a loan. is this even legal? I even told them that I don't own a tv anymore. I was told to settle my account and then sent them affidavit. but how am I supposed to settle my account when it generates interest without knowing what interest are they for, I agree my account is in arrears but to accumulate interest in one year. it was 1190 now is 1500.
