TV Licence No. ***

Matter / Complaint with regard to TV licence ********** 81 I bought a TV set to replace one that was taken by my family leader from a church that is no more. The TV has been viewed by a family that stayed next to the then church structure since July 2005 and that is when I bought it. I have always been paying for this TV licence because it was in my name. Later it became difficult for me to pay for it. One of my supporters paid it for me for the last time in 2012. In June 2015 I was phoned by TV licence office. It was demanded that I pay R2000 plus to cover up for the period starting from 2013 – 2015 with arrears included. I explained that I have requested the family who has since been viewing the TV to take over TV licence ownership and that the family had agreed to that. TV license office personnel insisted that I must first pay the outstanding amount before that could be done. I was told by the TV licence office that the family with whom the TV is, should make an affidavit and state that they agree to take over ownership of the TV licence. The family member failed to make the affidavit the officer in the police station of where they stay said I am the one who should make the affidavit. I did so. I finished paying the total amount mid-September 2015 without the help of that family. Affidavit was made on the 23rd September 2015 and emailed to TV licence office in November 2015 together with proof of the last payment. I received no acknowledgement of receipt of those documents. I made follow up telephonically in 2016 and TV licence office claimed that they never received it and I did resent and forwarded it as well to that family in possession of the TV. It was confirmed that TV licence office did receive the affidavit, then I was told that I must phone that family and ask them to pay a certain amount before the ownership transfer could be processed. I did ask that family as instructed by TV licence office. It was quiet after that until to my surprise in September 2016 I received a TV licence payment reminder. One of my supporters once again helped me to pay. After that I immediately phoned TV licence office to enquire as to what happened with the ownership transfer. They promised to check on that and never came back to me. I once again received a payment reminder of an overdue account in September this year which I had no alternative but to pay it on the 12th October with interests. I discovered that the computer still bears an address of one the places I once stayed at, a proof that the TV LICENCE OWNERSHIP TRANSFER WAS NEVER PROCESSED HAVING DONE EVERYTHING THAT TV LICENCE OFFICE TOLD ME TO DO.
