TV LICENCE Calculation and Arreas

How can an entity charge an Arreas fee on a future dated payment? When you buy a TV, you will have to but a TV licence for a whole year, meaning that you are paying upfront for a service. They have charged a R71.00 penalty fee on a R265.00 account. I have paid R100 on a R265.00 debt leaving a balance of R165 to be paid over 7 Months, but I get charged R71.00 as a penalty. This is pathetic. This is means that I owe R289 on a R165.00 balance?Yes this is precicely what the BILL SAYS! This is the type of accounting that takes place ONLY AT THE SABC. I will await the fixing of this account I will only pay what is due.
