TV Licence Bullies

Several years ago my fiancé was contacted by lawyers to say he had to pay approx R 5000 as he had not paid his TV licence so he now had to pay licence fees, lawyer's fees and interest despite not owning a tv. He paid this amount and sent a fax to TV Licence as well as phoning them to say please cancel my TV licence as I no longer have a tv and have not had one in years. He also gave a letter to the lawyers stating he no longer had a tv. Now 7 years later SABC lawyers have started harassing him and threatening to blacklist him as he has not paid TV licence. Surprise surprise there is no record of any fax letter or phone call from him cancelling his tv licence. Why have SABC waited 7 years to contact him. Is this how SABC now get their money? By taking it from people who don't even own a TV. I am very disturbed and disgusted by this as it is pure bulling and surely there has to be laws about contacting a person 7 years later? Who keeps proof of transactions from 7 years ago? Amazing that they now have been able to contact him on the same cell phone number he has had for years, but it took them 7 years to find his cell number. He is able to give an affidavit from myself and his parents stating that he has been staying with us for years and we can give proof of where he stayed and furnish our TV licenses but this is apparently not good enough. How is it that SABC don't have to prove you have a tv and can just charge you? Does anyone have any advice to help us?
