TV Licence a total *******

TV Licence is a *******!. Why Do i need to pay for TV licence if I do not own a TV? I've been harassed by TV licence to pay R 318 for 2018 and they decided on my behalf that I will be paying at the beginning of the year for the whole year without informing me. From what I understand TV licence is R 265 so why Do I have to pay R 318. This TV licence is nonsense and robbing people of their hard earned money.
