Theft and harrassment

Just before the first year of purchasing my tv licence being i purchase a tv from my bonus in december the following september two or three months i got hassled by tv licence department for three months. Before it was due.subsenqently they also added late fees.with constant complaint to them i paid there fee only.needless to say i needed to replace my tv wich i did and when purchasing my tv without any notification to me from makro this penalty fee was added to my bill(basically i got ******)because these late fees where incorrect...okay but anyway year down the line ...what happens nothing.no reminder nothing.not even a invoice or a call or nothing.so april comes and i decide to do somthing and i call sabc tv licence department.saying please send me a invoice so i can pay you.and before any person tell me different.i have a right to receive a invoice and then i will pay.guess what no invoice wich they said they will send .nothing. I have not received a single invoice from these guys....and to put the nail in the coffin guess what i recieve a call saying i handed over again and my bill is R424.this is not only absurd because it is almost double...so now i wish to go to court .earl
