Shocking service - demadning payment despite proof provied

I moved to the UK in May 2011, completed the requested forms but over the years I keep receiving invoices that amount to thousands stating that i owe them money!

Ive sent several emails with proof (passport, TV licence form etc) but once I send the documents , months go by without any acknowledgement of my email and then i get another Invoice of overdue payment. Why is no one reading the emails I send and updating my accounts? Absolutely shocked that this has been ongoing for 9 years!
